Unfortunately yes. That is why if you are going to purchases a pure breed you need to research your breeder and their line before purchasing a puppy from them.
Line breeding (father to daughter/son to mother = different grandparents) is an acceptable form of breeding, but shouldn't be done more than 2 generations in a row else you run the same risk as inbreeding.
Inbreeding should never be done at all. ever. But because the public shows intrest in a certain quality that puppies out of Litter A has that Litter B doesn't .. some breeders will choose to breed 2 of the Litter A puppies together (brother to sister = inbreeding = same grandparents = bad) in hopes of reproducing that trait. That = a very ignorant breeder, and usually one that you will find in the newspaper (called backyard breeders. They don't do any research on their dogs, don't do health screenings before breeding, and generally just don't give a shit what they are producing and sending into the public .. all they care about is making some cash).
Inbred dogs can have extremely bad temperment problems, exagerated health issues, and also have a higher risk for having birth defects.
That being said .. not all dogs NEED to be bred, regardless of the breeding situation. If a dog has a temperment problem, health problems, genetic issues, ect .. it shouldn't be bred at all, ever .. because their is a 50% chance that the entire litter will inherate those same traits. And no amount of "training" will undo what genetics deals them.
It's true though .. it's not always the "owner" who is at fault. But if the owner knows that the dog is problamatic and does nothing about it .. then it is their fault by default for not rectifying/containing the issue.
Regardless .. the dog usually loses in the end.
