Yeah, if I get a new proc and board, I kinda need to update to the latest chips to make it worth it, ala DDR4 is required.

You can mount the heatsink for anything that you mount on a normal processor to. They're exactly is noisy as you want them to be. Seriously though, you just need to check your PassMark score estimate what you need, then look at the CPU charts.
