Australia

So US service staff will ALWAYS make at least 7.25/hr, just like everyone else.

The staff makes more money than minimum wage with their tips. Some make even more than $20/hour... why would they want to have a set hourly rate and no tips (except for "exceptional service")?
Because it's guaranteed. Tips are not.
