Uh, it really can. Warm colors will make the room feel warmer, cool, cool them down. It might not be so on a thermometer, but our perception makes them so.

But they have no effect onan actual room. Plus one persons hot is anothers cold, I find teal to be a lovely colour that makes me feel good. He says it's not a nice comforting colour ,but to me it completely is.
