It was originally Motorola, then a joint effort between M/IBM/Apple, now I'm not sure how involved Motorola is in the Power 5 series of chips.

IBM makes/uses them in all of their AIX equipment.

Its per cycle performance far exceeds anything on the desktop side, at least from what I understand.

I am curious as to whether this will increase or decrease the value of powerpc based macs.

Sure clock speed vs. clock speed it's better in many situations, but not all.

I'm just pissed because I've got a P4 2.4 and I'm being forced to get a 1.6 Pentium M

That should be a lot faster then your old P4.

From all of the benchmarks I've seen, it's about equal.

Considering my 2.4 is 3 years old, that's a pretty shitty deal.
