"Long may your big jib draw" - The jib is the front sail on the boat that gives you speed on the water when you're sailing with the wind, and "long may it draw" means "may it catch wind for a long time". Basically you're wishing someone good fortune.

Newfoundland was settled by a bunch of irish/scots/brits/frenchmen/whatever, throughout the 1700's-1800's, that all decided to pull up roots and settle on an isolated rock in the middle of nowhere, and the language evolved in its own little world.
