It's a choice based on fear. "Oh noes, I'm gonna end up in the ground being eaten by maggots (and maggots are scary as fuck), so I better start praying to some random god so I can have an afterlife! IM GONNA LIVE FOREVER WOHOO".

It says a lot that your idea of balance here is "idiot kills cop" as opposed to "cop donates half his paycheck and is celebrated in his community."
