Why would there be a LEGAL driving limit if youre driving is so majorly effected after 2 beers?

Because people are so addicted to alcohol that they would revolt if it was not allowed. Remember how prohibition worked so well? Same idea.

They probably did studies to find the BAC where they could eliminate the most number of accidents but keep the limit as high as possible.
