Try putting regular dirt in the litter box at first, like a shovelful from outside, see if they take to it.
If they do, can transition it over to regular litter a little at a time.

Tried that. They like mulch, so we tried that too. Again, they have full access to the outside via pet door, so they have zero interest. We'd have to lock them in, and then hope they decide to use the litter box and not any of the other items in our lanai.
