What's interesting is that after I cleared the cache and other shit I didn't see it on the two pages I clicked on, but as soon as I signed in it started throwing it up again on every page

I'm wondering if, since uninstalling tapatalk, there is some residual thing giving me this shit when I visit a forum that is tapatalk enabled

Maybe so.

I've had a couple sites (not here) have ads basically take over the whole browser window.
Only way I found to get rid of it is go in the app (chrome in my case) and Clear cache/Clear data.

@Mr. Asa I have the same issue on chrome on my phone, same deal it started showing up around the time I uninstalled tapatalk. it's not all the time for me, just every once in a while, and I haven't gotten the full screen one, only the little one at the bottom.
