I tend to agree with FG, "Evil" is a matter of perspective.
Ask a hardcore southern baptist if smoking pot is "evil" and they will no doubt say yes. Most of us would probably say pot, who cares. No biggie, probably not good for you but inherently evil.
Or from another angle, Dr. Evil thinks launching a nuclear warhead into the earth's core thus flooding every city on the planet with liquid hot magma is just fine and dandy, but the United Nations might think otherwise.
It's all a matter of perspective.
Once you know what we are considering evil as, then you can determine if some level of it is genetic/physiological or what part of it is learned behavior.
I personally think it is a combination of the 2. I think hormones and brain structure is a factor, but probably if you grow up abused and beaten you'll be an angry person too thus making you more prone to doing bad things.
