No, I live in Ottawa, and Carleton is commonly known as "Last Chance U".

If something is known as Last Chance U, then chances are it's not a good place for grad school.

Kind of like people going to the Philippines to get into medical school.

Every time I see a Doctor's chit on the wall from one of those pacific island medical schools, I pretty much up and leave.

Depends what you're going for. Tuition fees are about double for foreigners as well, fyi.

U of Toronto, UBC and McGill are consistently rated pretty well, as are York and UOttawa.

Even with the doubled tuition most Canadian schools are cheaper than most American schools. Unless of course you're going to a state school in you state. I graduated from a super expensive private college, and every Canadian school I looked at is cheaper for foreigners than that place was.
