CDC recommendations are geared towards the lowest common denominator because some people out there just aren't very bright. So you come up with a couple dirt simple, very easy to remember and follow recommendations, like 6ft + wear a mask, and apply them to all even if not needed for some in hopes of having enough people doing enough of the right things enough of the time to make enough of a difference.
That doesn't mean someone not wearing a mask outside is presenting any appreciable risk to anyone else, it just means having different instructions for different situations is too complicated for some people.

Different sets of recommendations for different environments would be more informed and more accurate but gotta keep shit simple for simple minds. There's a Carlin quote that applies here.
