One of the guys here in the office swore up and down that he replaced a drive in a dell that was powered off the SATA bus. Maybe thats why it didn't work to begin with.

The answer is no, there is no power sent over the SATA bus. The power connection has been remodelled for SATA and there is support for hot swapping drives. This is probably where your co-worker got confused.
