and that's just on the air force base. you can barely see the kennedy launch pads just north of the bend

So here is the deal with these retention ponds. They are holding areas, and the water is pumped to a launchpad around the time a launch is scheduled. The water is dumped into the exhaust redirector at the bottom of the launch tower as a sound supression system. Apparently, if they don't dump a ton of water in, the sonic vibrations caused by the engine would shake the rocket apart, destroying it before it ever made it 10 feet off the ground.

The water is probably a different color because of whatever they do to treat it.
