Yeah I actually think it started slipping at the end of the 90's. Plus Detroit just ran out of stuff to burn.

I saw this last weekend the city had a huge housing auction with all the banks. They were hoping to sell a majority of the foreclosed and empty houses. The minimum bid was $500 and they only sold less than 1/5 of them.
