Ontopic though, here is an email I got today.

Yesterday I went to install dry pair DSL service for a residential customer. No NID on the side of the building, so I put in a ticket to the LEC to have them install one. Surprisingly the LEC tech showed up just after I had left. Usually they work on that the next business day. I went back today to finish the install. I saw that the LEC tech installed a new NID and new aerial drop but didn't ground the NID. I went ahead with the install but put in another ticket to get the LEC to ground the NID. Pretty sure that the NEC requires all utilities to ground their stuff.
 
Yeah but why would the electrical utility be installing a NID. Or awit, LEC... So why would the NEC regulate low voltage wiring o_O
