They don't. That's the only reason they have to do testing in the first place.

Then there is not point screen these people if:

a) They don't know if they are telling the truth.
b) They test anyway.

So therefor I stand by my original comment "stupid fuckers"..

The point of screening the people is to save 30 minutes of wasted time and resources.

People are pretty honest in these cases mostly due to the fact that most people don't go, "hey I have AIDS, I think I'll go donate blood"

Not only that but if the test fails, they have to show they tried everything they could to prevent infected blood from entering in the donation system. It's called lawsuit prevention. So while they may be stupid fuckers, they at least can't get sued for negligence.
 
This ruling came about because of the Ryan White incident. The hysteria of not being able to test effectively or quickly lead to Ryan, a hemophiliac, getting a transfusion with infected blood and dying. A ruling went up immediately banning what they thought were the only carriers of HIV at the time, gays and drug users, from giving blood to reduce the risk.

In that sense they succeeded, the risk is reduced when the riskier populations are banned from donating, but new tests are available and more effective and thorough and it isn't just gays and drug users than are infected. There is a case in Canada over this very thing, and the fact that being are lying so they can donate.

What time, what resources? You said they test anyway.. So really they would actually be wasting time with the screening..

After the screening, they need to take up a bed, needles, Blood pressure monitors, etc. (resources)

You also will be lying down for 5-15 minutes while you donate, not including the time needed to prepare your arm for donation, take the extra blood out for testing, bandage the puncture, sit you in the recovery area (time)

And assuming you do feel faint while donating, an extra person will need to be assigned to you to make sure you can finish the donation, walk to the recovery area, and monitor you while you recover. (time and resources)

Yes it can still get through.

But I know you can see my point that asking will prevent a fair majority of it coming through seeing as most won't lie if they know they have it.

But it's also stopping a lot of untainted blood coming through..
