When I ran a landscape company I tried numerous times to hire guys with "Will work for food" signs. About half of them turned me down and of the ones that did show up for work only a handful actually put sincere effort into it. They wanted to make an honest buck, wanted more work in the future and I gave it to them.
What I find most sad is that the people out there physically and mentally incapable of supporting themselves are left out in the cold because so many perfectly able-bodied people abuse both the public and private assistance programs. At the very least with private charities they can discriminate on character and tell a healthy guy he needs to stop freeloading and get a job. Government, unfortunately, is not allowed to do that.

I started drinking/smoking at a young age and the easiest way for us to get beer when skipping middle school was to get bums to buy it for us. Normally since we were just skipping school for the hell of it we would go hang out with the bums afterwards. We were young and dumb so we didnt think twice then. After quite some time of hanging out with Johnathan Von Codwell(a local bum) he brought us back to there secret bum village in the woods. You wouldnt believe how many bums live in the woods. Each one has there own "house" with traps around it, their security. Anytime we would skip school or just needed beer we would hang out with them so I have seen quite a bit of the culture up close. There is many things you would never expect and many different types of people who ended up there.
I used to work at the federal courthouse, which is a block from the Greyhound bus station. Apparently the Greyhound station is the hellmouth for bums and transients in Dallas. Whenever dusk approached they would ooze from countless shadowy recesses, moaning and wailing and gnashing their yellowed teeth in their search for hard working souls to consume. Some could always be found regardless what time of day it was, but dusk and evening are when they descended en masse upon those leaving work.
I was walking to lunch one day with a coworker and a guy stumbled up and demanded money. Yes, demanded. I told him to fuck off and he told me he hoped I'd lose my job. I told him he had 10 seconds before I shot him and as I reached into my jacket and he mumbled and took off.
I really don't care about homeless people. I certainly don't feel bad for having a good job and I don't feel guilty for not pitying them. In my experience they suck ass. They're rude, spiteful, and typically need to be threatened with violence to get them to leave you alone. I will leave the charity to those who feel spiritually completed by it. I don't have that hindrance, so they can all die in a fire for all I care. I will help those who choose to help themselves.

It would help if you could provide something on your end besides a denial. Maybe a reason you say it is inaccurate would be a start.
The risk in doing this is very high and it is not done as much as you think except in very large cities where bums dont form as much of a group.
A bum held us up with a spork from taco bell one time on US 19. He acted like it was a knife until my buddy keith pulled out his butterfly, it was quite humorous. The guy took off like a rocket.
Laura Miller, our glorious and competent mayor, has been asking what to do about the homeless problem for years. Downtown smells like a diaper, vagrants accost people by the hour, and I'm thinking "Just round them up and fucking shoot them. If people bitch about gestapo-esque tactics, shoot them too. Just be done with it."

The bums in our area are pretty picky about who can panhandle and where/what time they can. They run a tight shift kinda like mafia style. Florida does not have panhandling permits but last I heard they were soon to enforce it. Also it is not that you need a permanent address it is that you need a Identification card. To have an ID card you need to have a registered address with the state, doesnt mean you live in that permanent address. I think the 50% number is also a bad representation.
If you have a handgun permit you don't need a panhandling permit. Didn't you know that all people who carry guns only do it so they can rob others?
