Yeah, she's definitely bought into a crazy theory, i dont think anyone denies that. But is there anything in there about eliminating the black race or whatever?

I get that out of it, though it is (slightly) debatable depending on how you string together context, calculate general social/racial attitudes at the time, and remember to think in terms of how words and their definitions were commonly employed at the time. Have to keep in mind it was written 80-100 years ago, not today.

That and a lot of these social/political type writings, not just hers, tend to go off on long, weird tangents where it gets difficult to distinguish hard statements from the psychobabble.

That's the thing, though. America, in this scenario, isn't responsible for teaching just the funding. Its independent groups doing the teaching.
Considering the AIDS epidemic still sweeping through Africa, that teaching probably accounts for stuff like how AIDS works and how a condom can help prevent it. If we don't fund that how many people are we killing through AIDS?

since we've kind of eliminated survival of the fittest principal in modern society, we probably need to eventually start implementing some type of low level eugenics program to counteract the negative benefits of it. like sterilizing everyone until they're a certain age and can prove they can afford/take care of a child.
