My theory: Its a pass-thru puke tube so you dont ruin your nice clean toilet water with dirty vomit.

It's kinda like a siphon, but in reverse. You blow in to the tube at it pulls the water up to the level of the lip so that it flushes the toilet. Either that or he's blowing to force a blockage out of the way.
