Oh yes. I don't want to max it before it's broken in, but I have taken it over 55 and still had some left in it. And it will have more in it after it's broken in.

No governor, just low power. it's less than 10 hp afterall.

Well because mine is just under 250lbs I can get it to those speeds. A moped weighs far less than that, which is how they can get by with 4hp

Jebus, the ol' KTM weighed about 260 or so and had over 40hp

Hence the 18mpg I guess.....

oil change, gear oil change, tighten all bolts, check out the clutch (not disengaging properly)

Ugh. took my scooter in to get maintained and tightened up. A week later they still haven't looked at it yet. Ugh.

Did you take it to a car shop? They may not understand what it's for. They've probably been using it to ferry parts back and forth between the storage area and the shop. They'll probably be sad to see it go.
