Every jurisdiction is different, but back when i did EMS, you got a violent person, they got a cop escort in the back of the bus with em.
Most the time it would be one ambulance would come for the stabber, and one for the stabee. Or the dude who got shot robbing someones house. One EMT in back, maybe two stabilizing them, and 3-4 cops sitting there ready to shoot their ass if they started any shit.

He has a friend who is now missing his left hand from a home invasion in vegas. Little white girl rang the bell told him she was lost. He opened the door and 3 giant black dudes with guns popped out. He grabbed the one guy's shotgun and shot another with his pistol (he always carried) before the guy pulled the trigger and took his hand.

Not all kids are bullies, boys test each other in the playground constantly. Sports, hitting, whatever.. you gotta fight back. You don't even have to win and you'll earn the other kids respect for at least trying to stand your ground, then they'll get along fine unless they decide another test is in order to make sure they still stand firm.
The easy targets that do nothing get run over and they become outcasts.

Personally I am all for defending, but to hit every single time you get hit? Nope don't get it - and I am honestly very glad my boy doesn't hit every single time he gets hit and that the majority of the boys do not hit back when getting punched. They may shove them aside, but not every hit gets a hit back. Especially the bigger kids (like my son) just seem to ignore it.
The dads on the playground seem just as okay with that as the moms too.

They don't have to agree with me. In their heads they understand exactly what I am talking about. All men do. No matter what their mouth tells you, they would rather fight than be pushed around. I can tell you one thing, if your son gets pushed around and doesn't push back with authoritative consistency, he will be labeled a weak link. Forever, or until he responds to instigation with equal or greater force. That's how it works. People aren't immune to pack order.
Men in particular are primal, competitive animals. We size each other up and identify each other's weaknesses all day every day, even when we don't necessarily realize that we are doing it. It's an instinctive behavior. The strongest survive to breed. Hipsters can't erase hundreds of thousands of years of evolution. Weak men are targets. Physically, emotionally, and professionally. Jesus thought he could just turn the other cheek, and he was promptly nailed to a board. Gandhi championed nonviolence and purity of heart and was beaten and eventually murdered.
