In some movies it was due to a chemical weapon the government was developing that got into the water table and then into the atmosphere and was rained down onto people etc. Then it was spread by bites, saliva, etc.

Yeah, the inital infection is whats in question here.
The George Romero movies never really specified what caused it, altho, IIRC in a few of the newscasts you hear, there is speculation of some kind of "space radiation" or some shit.
