I re-use both plastic bags and cloth bags. Carrier bags are great for getting rid of cat litter etc.
Reusing is not the same as recycling if you're still throwing it away.

After I've used them to clean up dog poo, I make sure to still take them back and throw them in the "recycle" slots at the store.
