This is what worked for me:

Completely clear your cache
Close the browser
Open it back up
Select test1 or test 2 theme
Click some links in the forum
Switch to skin you want to keep as your default
It now magically "sticks"

I have no idea why that works, but it does. Just clearing the cache didn't seem to work.

In Internet Explorer, go to 'Tools' --> 'Internet Options'

Then in the middle of the window that pops up, hit the button than says 'Delete Files' - Don't worry, this won't delete anything important.

And then just close down Internet Explorer, using the little X in the upper righthand corner. Then follow the rest of the intructions.

After you cleared the cache, came back on, and selected the 'Test' skin, did that one at least stick?

I did the cookie thing yesterday and it didn't work, so it's a mix of cookies and the other list
