There's no such thing as half black. Any black is black. Even grey is sort of black. In fact off-white is black too. Anything other than 100% pure white is unclean and can't be trusted. Especially when it comes to running countries and stuff.

Comcast has already said that it plans to move to a new way of managing its network at times of peak use to avoid singling out certain programs. Nevertheless, the company objected rather strongly to the commission’s decision.
that's fine. There's no problem with that. All Comcast will do is change the wording on the contract to accomplish the same goal. 'If you're a data whore, we can slow you down.'

this is exactly the same as an all you can eat Prime Rib buffet when you have 'a small percentage of it's customers' that come in start sucking down the just the prime rib leaving scraps for everyone else. you don't bitch and moan about 'we reserve the right to refuse service to anyone.'
