at this point, unlikely to happen. Most likely scenario is a two week CR that will fuck us after christmas rather than before.

Other scenario is a bunch of passed bills "in trade" for a passed budget that will fuck us, and our children for life
The bills that the Democrats are trying to get in trade for the spending bill are DACA and fully funding the ACA to keep premiums from skyrocketing.

The budget the GOP wants is pretty terrible so they'll have to aquiesce to certain things to get the eight votes. Removing wall funding will be a big one, making sure the NIH and NSF don't take huge hits, keeping climate science in priority for NASA and NOAA might be on the table.

The shutdown will probably be averted because Chuck and Nancy aren't crazy enough to fuck with the debt ceiling so the budget is their main form of leverage.
 
The one thing that congress has to do is agree on a budget. They haven't been able to do this for so many years, it shows itself to be a place filled with infants (mostly really old infants) who cannot compromise. Or won't because they are afraid of their own party, or of falling off the gravy train by losing their next election.

The best term limits come from the voting booth, but people will not, under any circumstances, vote out the existing incumbents because of partisan stupidity.

We had a great chance the last election to get rid of a huge percentage of incumbents both in the Senate and House. Most of them kept their jobs. The people hold the blame on that one.

Pass it with increased deficit? You take an equal percentage hit.

idk that it's partisan, but def stupidity. They could vote in a new rep of the same party. The issue more becomes lobbyists contribute to the devil they know and the incumbents blame everyone else for their lack of ability get things done so they can keep their job, 'we've got so much more to do. . . ' They get reelected and then stalemate due to the other side all over again. They bribe just enough people to get their 50%+1, then, repeat.

It's no longer being a great candidate. Now, it's I'm better than they are.

Term limits would at least legislate that, at a minimum, the toilets get a scheduled flush.

2018 is going to be marked by Steve Bannon going after any candidate that doesn't fit his worldview, as he's already started doing with this one off elections during this past year.

In short, it's going to be a fucking shit show.
