Will the city pay to replace the home owners door? Or will it be up to the homeowner since she taught the bird to say "Help me"?

That doesn't mean that I don't find them unreasonable, 2008.
There's not much reason to think something unreasonable if it never was reasonable in the first place. It' been reiterated that the 4th amendment is generally there for the probable cause part not a general protection from search.

The original version is slightly clearer:

That general warrants, whereby any officer or messenger may be commanded to search suspected places without evidence of a fact committed, or to seize any person or persons not named, or whose offense is not particularly described and supported by evidence, are grievous and oppressive and ought not to be granted.
