do all your editing in RGB mode (resizing, chopping etc.) and then save as GIF. it won't anti-alias in indexed color. start over.

Remeber, the logo has to work on BOTH light and dark backgrouds. ie, AA isn't possible.

That logo is also used here (I am unsure which department, but I'll remember) and I have never noticed the innuendo in it until now.
