would i have to buy mutual funds with money in an IRA, or could I buy ETF's? i've heard that the fees associated with mutual funds are terrible.
You can buy just about anything, including mutual funds and etfs.
also, when the dow changes one of the companies that makes up the listing, don't you face the same problem with everything that tracks the dow having to buy at once?
Those companies don't change that often. The idea behind an index fund is lower volatility. Unfortunately, it cant be eliminated.
 
are all roth ira's created equally? where do i set one up?

Yes, they are all the same. I'd recommend Vanguard, simply because they have index funds with BY FAR the lowest expense ratios in the business. IIRC, they have a $1,000 minimum to start one up...

Depending on your interest level, do some poking around at FWF or the FatWallet Finance Forums. I get a lot of good general info there.
