FYI Maryland the police state

The thing is, it only becomes a question of recording and rights infringement once you share the video with someone else. Until then, people don't necessarily even know that they've been recorded which is really illegal in these states, but it's probably not hurting anyone. The fact that the guy decided to share his recording with the entire internets is where he went wrong. You have to get permission before you do something like that. The police have to get permission before they share their recordings too. They aren't used in court or anything, and they can't share them with the public without consent of those being recorded. Didn't all this come up with the whole Linda Tripp thing too?
