It's a really poor choice of terms. I remember a thread on SA where everyone had 99.6% of a huge (5GB or something) file, but everyone was missing the same 0.4%, so they were begging someone to please re-seed the last 0.4% so they could all finish the download.

That's basically what they're talking about in the article. I don't know why they're using the word "scheduling", though.
