It should be treated as terror. It's intent was no different than a radical islamic jihadist attack, except for the attacker being of the mindset that he's willing to die for his cause. He just wanted to cause terror and pain.

It is so fun, we like having the drills. The toboggans are for non-ambulatory patients, but in the drills I volunteer to be the patient, and since I'm skinny, they'd rather have me in the thing while zooming it downstairs.
