Carpet is usually cheaper than tiles.

Joists are the framing under a floor, beams are usually bigger and you dont attach flooring to them. I can tell you you aren't going to be able to use just 2x10 2x12 joists (SPF No 2) for those spans with a live load (rough estimate you can do by half the span add 2.5~3, in inches to get depth). You need a beam to split either distance, or use engineered joists (they are called I-joists).

Your estimate for the electrical seems high, but again, no idea where this is. I usually figure labor at 100% the cost of materials except for stuff that involves talent.
