Well okay, maybe not "manufacture".

I really doubt the columbians and mexicans want drugs to be legalized. If the U.S. ever does so, those cartels are still going to look to push their product and rake in the bazillions. They may go mainstream, but then they may stay under the table to get more customers via tax dodging.

They prolly would try to maintain a black-market, but I don't think it would be as big and profitable as it is for them now. If people had a choice between a reliable product and a taking a gamble, most would pick reliable.

depending on expense. people get broke and desperate and will go for the cheaper stuff, regardless of how dirty it might be.
