Only problem I see is that "contingency operation" isnt a defined term. Is one of those things they let the courts decide. Worst case scenerio, someone has a fender bender with a troop movement on a public hi-way and it turns out that contingency operation means everything even indirectly related to a war. Im actually surprised they didnt say "police action".

From what I take from it and what I read this will only apply in areas where local law is not set up (i.e. Iraq or Afgan). It would not count in say Germany or here in the US. Most places like that the current SOFA (Status of Forces Agreement) with the host nation will already have some sort of groud work laid out for dealing with issues of this nature.
