Look at the angle of the holes. They were standing on the passenger side and firing across it. I'm not a forensics expert, but those holes looked angled to me.

That's just because all the cops were trying to shoot with their guns turned to the side. Plus if he was trying to run over the cops then the holes would be coming from a more head on angle unless he was trying to U turn into them.
