It was common practice for cities to offer one way tickets for their homeless to hawaii. You wouldn't have to pay.

I'm having trouble finding any reference to this anywhere. When did this take place? I can find a lot of articles about hawaii offering to ship homeless people off the islands but not others offering to ship people onto the islands. Also, did you get my link?

It was pretty common practice since the 70's. Nobody talks about it -- except for the homeless on the planes and the flight attendants. I first heard about it from a family friend who worked at Delta.
