Isn't there a certain temperature it has to be to paint?

It's 45 degrees here in lovely Fairborn, Ohio which compared to the weather lately is pretty warm. I have a few windows open in the house to air it out and b/c the kittys love to sit in them. So I am going about doing some cleaning and all I can smell is paint. The new guy that lives across the fence from us is outside doing something with paint and it stinks. I think I am over sensitive to the smell right now because I have bronchitis, but isn't it to cold to paint anyways?
 
you shouldn't be breathing that, especially if its house paint
