Er.....what? It's just about the concept of pedestrian cities as opposed to traffic-filled exhaust-sucking ones. Small towns in Europe are blocked off to traffic a lot of the time, and it's great. You can actually breathe fresh air, it's quiet, etc.

That's true, Dublin city centre is like that. However, with an influx of pedestrians comes an influx of pickpockets.
