Marvel is known for leaking out false information about up coming stories so that may never happen.
It was shown not too long ago that Punisher has a huge huge amount of respect for Cap. He let Cap beat him up and refused to hit Cap back. So it's feasible that he would honor his hero.
There is no way Cap is dead for good. The current Cap series is so good that they will do a good job of making it happen. I semi-liked how they brought Bucky back.
