oh oh oh yeah that's Maneki Neko or "beckoning cat". A lot of times they are ceramic - anyways japanese merchants put them in the front of their store for good luck. I don't know the story beyond that, but just google 'maneki neko'

edit: the cat's not really waving, it's beckoning or motioning the person to come and shop, get it?
