Let me.assume.its a rolling plane moving against the treadmill,.essentially stationary in space.
Then no, it cannot generate lift.

If this is regarding the TREADMILL moving the plane fast enough for the airfoil to generate lift, then in theory yes the plane will take off, only to crash without continued propulsion to maintain lift on the airfoil.
