They scrape when they are done with serving a person, and even if they left it on there, the only way it would be unsanitary would be if the ice cream was bacteria ladened to begin with.

If I'm going to go out on a limb and say one kind of ice cream is better than another, it's going to be Tillamook Creamery ice cream, or Umpqua Brand- unfortunately, both made and sold in Oregon :(
 
Probably my best ice cream related memory is getting ice cream from the Thrifty's drug store in 100 degree Southern California weather. Then walking around the out door shopping mall eating it with grandparents.
