I actually do have at least one bill that charges me $1.50 to pay online, and that's with a draft from my bank, not credit card. I could mail in the check or hand deliver it with no fees, but I pay for the convenience, cause I'm baller like that.
in other words, no, they wouldn't give me a discount. nor would they give anyone else a discount. even people paying in cash at the tmobile store are paying the fees because it's shared among the entire customer base except that I actually benefit in the end from it. you are not stupid enough to think that tmobile would start lowering its prices if everyone decided to pay in cash especially since doing so would require more employees and cost more in the long run.
