yes but foam has that rough texture or little holes and dips and i’m looking for something smooth looking like this..

my question here is what other materials could be used to achieve this “look”
you're thinking of polystyrene, there are many dense foams that are perfectly smooth

what material is this?
I need something that is going to float on water, either weighted down or whatever
this doesn't look like foam... or maybe it is?

You would start with foam, then do something that coated it. Maybe a vinyl wrap, like they do with cars?

There are also plenty of ways to actually seal foam so it looks glossy and smooth. May not be something you'd be 100% willing to do, but I'm sure you could find someone you could hire. Here's a quick result from google on "how to seal foam." First result I found, there may be better ones more suited to what you want to do.

I would find a place locally that does foam cut outs in large sizes like that, explain what you're trying to do and how best to achieve it. If you're lucky, they could do all of it in house. If not, they may be able to cut the foam, then recommend some other shop locally to either paint it or wrap it or whatever.

had a house we liked & wanted to make an offer on.
it's only been listed 6 days, first showings were via open house Sunday (we went/were actually first in) so it's only been viewable for 3 days,
and thx to my Realtor dragging ass, I just got a notification from Zillow that there's already a pending offer & it ain't mine

& I'm pregnant and sad and resigning myself to the fact that maybe the best I can hope for is to move from my current shitheap to a different shitheap in a slightly more convenient location, bc anything decent in my price range sells before I can act.

but I am bummed at myself for getting my hopes up bc I of all people should fucking know better than to think I could have nice things.

Buy a swank RV instead.

7 characters, 46" tall, 20" wide, polycarbonate base is getting close to $6000 before shipping.

Its possible that would be competitive to what she could find elsewhere?

include "EIFS" in a search for foam cut letters. EIFS are those exterior finishing systems that look like stucco, really are concrete ca-ca over foam.
Places that cut the foam details for them will cut stuff like that cheap. The can also give it a coating to seal it. I've installed those systems a few times and the detail foam items are cheap AF.
These folks only go to 36" tall, but 7 of them at 4" thick would be about $1000.

@Maureen if you're hitting dead ends with sign companies and party rental places, talk to your local theatre or university theatre/drama department. Find out who they use for sets/props.

Next time you find a house you like, maybe just make an offer directly through the listing agent. Just because the other realtor is selling your house doesn't mean you have to give them the next slice of pie. Especially if they tend to drag foot. Fuck'm! *You can sign an agreement with the listing agent allowing them to represent both parties as far as the presentation and acceptance of offers goes.
The default terms just means that the agent gets the full 6%, meaning no less money OOP for the buyer.

Exactly. And in today's market climate, if you are only making offers through the listing agent and you get deadlocked not too far apart, you can ask(or the agent can offer) to cut their percentage just to make the deal fly. I just sold some vacant land and my agent cut his fee about $2k to make the deal work for me.

I actually have someone who can wrap it. he is doing some other work for me. but its super important that this shit floats nicely in a pool.

Test it before they do the wrap.
Trick is enough weight in the bottom to keep it upright in a little wave action, but not so much it's hard to move or wants to crack the foam lifting it.

Or sink.
