My property manger who lives on-site rescued a dog that was abandoned. The dog barks for hours straight. She found someone to adopt said dog, and they are my downstairs neighbor (across the hall from the property manager). Its been two months. The dog has serious separation issues. He barks when his owners aren't home, he bangs himself against the door, the scratches and cries and howls. The new owners left the dog alone from Wednesday (day before turkey day) morning through Thursday night. The dog barked until 2am on Wednesday and then at 8am starting on Thursday.

So I wrote a note to the property manager, to consider this a complaint against the noise level. The asshole owners leave the dog alone all day (like till 9 or 10pm), so I hear him for 4 to 5 hours a night.

Anyway, the point of this is that I spoke with my property manager right now and she said that yes she hears it but its easy to ignore. I can hear the dog over my tv, its like torture.

I realize that I am a dramatic person and that i nitpik. But would you guys put up with this????
 
the only way out of this is to go over the head of the property manager if that's possible. she created the mess so obviously there's no reasoning with her about it. or you can move. or kill the dog.

You are completely right to complain and have every right to be heard. If you don't get satisfaction from the property managers, make sure to remind them of the terms of your lease. If that doesn't work inform them and your neighbor (you have talked to your neighbor about it, right?) that you are going to call animal control if a solution is not found immediately. It sounds like the dog needs more care and attention than it is receiving anyway.
