i really do hate those hanging balls, but it shouldn't be a law, either. i just dread the day when i have to explain those to my five-year-old.

some of the laws make sense when you look at them from a slightly different point of view. Like the law for butter always being served in Wisconsin. That's understandable since it's a dairy state. The Texas law about the 24 hour notice is probably there just so that the prosecution can tack on another count. Just like sodomy laws. There are also laws that sound dumb, but are there as a boilerplate. Like it being illegal for anyone to wear high heeled shoes in downtown areas. No one will enforce the law, but if you break your ankle because you tripped on some crack in the sidewalk, you won't be able to sue the city.
Texas repealed the sodomy law a few years ago
the colodaro law against riding a horse while drunk probably has to do with how the dui statute was written. the Texas statue for dui references a definition of vehicle from another statute, that just happens to be an extraordinarily broad definition such that it includes bicycles and anything else that can legally use the road.
In PA unless you are walking. They can get you for dui.
