yeah, that is a legitimate issue with those "non-lethal" rounds, and a well-placed beanbag round to the dome can still kill you. but generally it allows for "plausible deniability" (they can argue they didn't MEAN to kill someone since they weren't using live rounds) that they don't have when they use live rounds
